Here's what he means by this, I believe- The team are working on Stands that have never really shown their face in a Roblox JoJo game (Like Kraftwork, or Bad Company) They want to prioritize these minor stands first as major stands like Sticky Fingers and Heirophant Green have already been made, and all that's really done to them is a rework. They would like to try to build up the movesets of these new stands, and hopefully have them be as fun and unique as other Stands in the game
